Rent stabilization
Marcus will co-sponsor the Rent Stabilization Ordinance capping annual increases on District 4 rentals at 4% plus CPI, with just-cause eviction protections enforced by the city’s tenant office — not by landlords’ lawyers. He brokered the 2024 Cedar Street Apartments agreement that kept 61 families in their homes when the building was sold out of state.

A fully-funded library reopening on Elm
The Elm Street branch has been shuttered for 19 months; Marcus’s budget amendment reopens it seven days a week with two full-time librarians and restored after-school hours by January 2027. He will fight to lock its operating funding into the base budget so one bad revenue year never darkens the branch again.

Protected bike lanes on Route 9
Route 9 has seen three pedestrian fatalities in four years, and Marcus backs a continuous protected bike lane from the Fifth Street bridge to the district line, with curb extensions at every school crossing. On council, he’ll hold DOT to the 2027 construction timeline Community Board 4 already voted for — no more studies.
